OUR TEAM
Currently, RHC has 12 in-house staff made up of five licensed Professional Engineers, including three Structural Engineers, four bridge design engineers and one CAD drafter. Our high-quality team is fully prepared to meet and support all of RHC's clients and has the proven experience and previous practice working on numerous bridge projects and transportation infrastructures in the environmentally sensitive and seismically active Pacific Northwest.

Ms. Jane Li has 25 years of professional structural engineering experience and is a licensed Structural Engineer in the state of Washington. She has diverse experience working with cable-stayed bridges, post-tension concrete box girder bridges, steel truss and box birder bridges as well as bridge and building mixed structures. Jane has worked on projects for the Washington State Department of Transportation, Seattle Department of Transportation, Seattle City Light, Seattle Public Utilities and King County Parks. She is dedicated to finding the best solutions for all kinds of challenging problems for her clients.

Mr. Jimmy Chen has over 25 years of civil engineering experience spanning all aspects of project delivery and is specialized in roadway and bridge design, project management and construction oversight. Jimmy has started the civil engineering design for municipal agencies since 1993. His experience varies from urban street to highway and airport infrastructures. Jimmy has also worked in the construction field as the owner’s general contractor representative, supporting project construction.

Ms. Amanda Jellin has 12 years of structural engineering experience and is proficient in seismic analysis and developing Excel macros for data processing to improve design efficiency. Her extensive experience includes several large bridge projects such as SR 520 in Seattle, the California High Speed Rail and Eagle Public Private Partnership (P3) in Denver.

Mr. Suryata Halim has 25 years of general civil engineering and project management experience. His project experience includes large scale corridor projects for the Washington State Department of Transportation, Sound Transit, King County and Seattle Department of Transportation. Suryata’s extensive civil engineering skills includes project management and coordination, alternatives analyses and designs for highways and local street improvements including curbs and ramps, cost and quantities development as well as utilities. With his technical expertise, passion and dedication, clients can trust Suryata to deliver a successful project.

Ms. Robyn Mills has over eight years of diverse civil engineering experience designing curbs, ramps and roundabouts; developing roadway alignment and traffic control plans; coordinating with agencies; performing hydraulic studies; overseeing utility conflict coordination and cost estimates; and providing specifications writing. She is familiar with establishing best management practices for environmental impact, public agency regulations and drainage design. Robyn is proficient with numerous software programs such as MicroStation, InRoads, AutoCAD, SAP2000, HEC-HMS, MGSFlood, StormShed 3G and GuidSIGN.

Mr. Harshil Shah has over one year of experience in structural engineering. He is proficient in structural analysis and developing Excel spreadsheets to increase design efficiency. His relevant and current projects include the design of noise walls and retaining walls for I-90 Eastgate. Harshil’s skills entail the use of software programs for analysis like SAP, L-Pile, ETABS, ANSYS and CAD drafting.
